Designated as a national fundamental-rights authority under Article 77 of the EU AI Act by Council of Ministers Decision No 398 of 18 June 2025.

Per the Bulgaria AI Note (Irena Koleva, April 2026), the Ombudsman is part of the network of national fundamental-rights authorities for high-risk AI systems. The institution can receive complaints concerning AI deployment by public authorities and assesses outcomes against constitutional and fundamental-rights guarantees.
