Commission for Protection against Discrimination

Independent equality body of Bulgaria. Investigates and rules on complaints of discrimination across protected grounds, including in the deployment of AI-enabled decision systems.

Designated as a national fundamental-rights authority under Article 77 of the EU AI Act for high-risk AI systems by Council of Ministers Decision No 398 of 18 June 2025.

Per the Bulgaria AI Note (Irena Koleva, April 2026), the Commission is one of the principal venues for non-discrimination challenges to AI-enabled decisions. AI-enabled outcomes that produce discriminatory effects can be brought before the Commission under existing equality and fundamental-rights frameworks, independent of the EU AI Act risk classification of the underlying system.
