Mandate
Central bank of the Philippines and primary regulator of banks and non-bank financial institutions. Memoranda M-2023-013 (Guidance Paper on Transaction Monitoring Systems) and M-2024-029 (IT risk management under Section 6 of the Anti-Financial Account Scamming Act) extend supervisory expectations to automated and ML-driven detection systems. A draft amendment package on IT risk management remains in consultation.
